Turn on a radio or stream outside of Fallout 4 and listen while you play. I wouldn't expect someone to care enough to do all the work to setup something like this when you could just use the more simple solution: Such applications exist, but probably not any designed in a way that would work with Fallout 4. The key piece is that external application recording streams. That way, the next time the file comes up in the radio cue, it has to load it from disk, grabbing a new segment of the stream.
You'd want to use a large number of files (like 100) to make sure enough time passes for garbage cleanup to remove the data from memory of previously played files. You start the external application that records a radio stream to the files, wait about 10 seconds, then turn on the radio station in-game. Let's say, theoretically the mod would be use 100 10 second wave files as the radio station, just playing each in turn. It would only be semi-live in game as it would be time-delayed by a margin depending on how long you wanted to stick with each wav file. If you wanted to get real live radio in game (or any other streamed audio), you could theoretically have an external application overwrite those wave files with recordings from the live stream. For a mod, this can be wave files in the data folder.
The game pulls it's audio from the sound assets.
